You may have difficulty in interpreting the language. “The requirements of NFPA 13” is important and is intended to refer to Requirements of this Code. Presumably that has something to do with Article 4.
That sentence, in its original form, applies only to sprinkler systems that are installed in new construction.
The next sentence, “If required by the local fire safety ordinances”, appears to apply generally to new construction. The preceding condition (“if required by the local fire safety ordinances”) suggests that it should apply generally, even if there are no ordinances and no fire safety regulations.

The quoted sentence in Standard for the Installation of Sprinkler Systems allows you to do whatever you want if and only if the local fire safety regulations require you to do so, subject to the limitations described in the next sentence.

Recent in vitro studies suggest that Th2 cytokines (IL-4 and IL-10) and their receptors (IL-4R and IL-10R) can modulate the immune response of effector Th1 and Th17 cells. We evaluated whether IL-4 might help to arrest progression of renal injury in glomerulonephritis. As experimental glomerulonephritis, we used the rat anti-GBM nephrotoxic model. Control groups included normal and albumin nephropathy. Mycophenolate mofetil was administered in anti-GBM nephritis rats. In addition to treatment with these drugs, we treated anti-GBM nephritis rats with anti-IL-4R mAb or anti-IL-10R mAb. We then analyzed the histology, blood urea nitrogen, serum creatinine, and urine protein. In the control group, interstitial inflammation was minimal. In contrast, the anti-GBM nephritic group showed a grade 1 to 2 glomerular injury and extensive tubulointerstitial injury. Administration of mycophenolate mofetil or anti-IL-4R mAb improved the renal histology, while anti-IL-10R mAb did not. Although treatment with anti-IL-4R mAb reduced the blood urea nitrogen, serum creatinine, and urine protein, mycophenolate mofetil had no effect on the pathology. In vivo, anti-IL-4R m
